HELP! I am an artist doing complicated social projects and I need a web presence that makes sense. For instance, I am starting an alternative credit rating bureau, starting with one experimental loan to one person. It feels important to have a good way to communicate about this. I am not sure where to start, what to ask or search for, or how to value it. 

I have a small amount of money from a grant to work with, and I'm happy to do a money thing or a trade thing, and I'd even just be happy to get some advice.
