The time it takes for the next opening of Sec. 8 applications (4-6 yrs.) is indicative of the max. length of time of the waiting list. This sign up is just to get in the lottery for which there will be 5000 taken. Last time there was a 1 in 10 chance. "Then you are on the waiting list.
