Question : I know someone living on Puerto Rico and nobody has heard from her since September 18th! 

I know the whole island is cut off--in which scenarios could you Puerto Rico mesh your way back to civilization? I'm totally floored, are they going to be cut off for long?

Will they be able to fly balloons or wacky ships out there? Drop an emergency underwater cable to the nearest internet island? How does this work?
