Seems there was discussion of insisting that complaints from him be delivered in writing -- any decision come out of that? To me it sounded like a good way to improve communication with somebody who is perhaps not the clearest communicator. If that has been (or could be) adopted as a general policy, I think it might open the possibility of just saying "please write that down, and I'll be sure the rest of the group sees it, and (if action is requested) get you an answer.)" Which might be easier than agreeing to pass on something that is verbal and (maybe) not entirely reasonable.
