Yes, that's been done before -- there's precedent for it.

Also, some chapters have positions (e.g., secretary) who are part of the decision-making but don't put up money.

I always wondered about this. So the people with money are the ones
who decide who gets their money. Seems like the decisionmaking process
is tilted towards people who are middle class and wealthier, right?
Has there ever been talk about sponsoring decisionmakers who don't
have $100/mo to spare? That'd be awesome.
