I don't know what the case was here, but there are allowable thresholds that rent can be raised per year on rent controlled property. It prevents astronomical market rents, but can still be too high for a lot of people.
I don't understand why they're not protected by rent control. They
shouldn't be able to be kicked out of their lease if they don't want to
leave.
