The social function is to passive-aggressively use social pressure to demand money while pretending not to instead of forthrightly asking for it and thus bearing the responsibility or in this case blame of demanding it, thus jiu-jitsuing prevailing practices people ideologically object to back in by bullshitting through the objections, thus accomplishing the practical goal of obtaining money, perhaps in the interest of supporting the effort to produce the event people are being admitted to?

when I don't follow the suggestion the person at the door looks at
least surprised and sometimes annoyed, and the people I'm with get
embarrassed. I'm not from here though, so maybe there is some
necessary social function it serves.
