Yes, any kind of computer network is illegal  unless it belongs to the
government. There is a only ISP/Cellphone Carrier and is extremely
expensive. People try to do the most they can but is very difficult. If you
buy a residential router outside of the country the government will
confiscated in the airport. Sorry for my English.
