Yes ESP32 is very much like the 8266
If I were you, I would get a couple of the TTGO boards listed as supported and do some experiments with those. https://github.com/sudomesh/disaster-radio/wiki/Devices--&-Hardware
Once flashed, they should be able to enable comms over the android apps / web interface.
Meshtastic might be good too, and you aren't locked in. I believe these can be reflashed with Meshtastic's firmware.
Looks like the enclosure that was recommended from Aliexpress is gone, but there are designs in the hardware subfolder which are 3d printable. Other than that, I imagine any old thing you bolt these devices into will work. Even an Altoids mint container.
