Yes ESP32 is very much like the 8266

If I were you, I would get a couple of the TTGO boards listed as supported and do some experiments with those. https://github.com/sudomesh/disaster-radio/wiki/Devices--&-Hardware
Once flashed, they should be able to enable comms over the android apps / web interface.

Meshtastic might be good too, and you aren't locked in. I believe these can be reflashed with Meshtastic's firmware.

Looks like the enclosure that was recommended from Aliexpress is gone, but there are designs in the hardware subfolder which are 3d printable. Other than that, I imagine any old thing you bolt these devices into will work. Even an Altoids mint container.

I also like the idea of a web-app because the maintenance becomes something many people can contribute to, and it should work with any device.

If I can get to that step I can probably demonstrate it to some other technical people and get people enthused to collaborate, if I can't get it to that step its going to be much harder and rely on me having a decent chunk of time to contribute before getting anyone involved.

I do have the impression that those on the list wish there'dbe more activity, and that most of them sort of hope to contribute. Iof course do not speak for the coalition.Perhaps you can tell us why you're interested and what you'd like to seeas highest priority.
