That is a good way of building community around a project, doubly so
if something happened recently to make a lack of communication
capability a personal problem.

Community networks require a certain amount of trial-and-error to get
running.  Flag days to test deployment are not only good for honing
skills but for getting more people involved.

Keep in mind that ARES and RACES have had links to first response
community for years, but those relationships were not easy to set up
in the first place.
