Are you aware of Emery Connect? I just happened upon this pretty randomly,
it's the city of Emeryville's effort to provide fiber connections to all
businesses and homes in that city.

Their "Open Access" page is interesting (quoted below). I wonder if there
might be an opportunity for People's Open to work with them, to get access
to, and across, Emeryville?
