An application could be filed with the present address as transmitter
location, and then the application could be amended later when the
location changes.  So I'd say don't let the location issue slow this down.

There are plenty of idiots and rightwingers who are going to file, and
they will screw up various parts of their applications, or in some cases
deliberately lie to get what they want.  That's not going to stop them. 
So an honest issue about future location shouldn't stop us of even slow
us down.
