[sudo-discuss] Banning HTML

Just use a mail client that disables HTML! (*cough* thunderbird *cough*)
I can't imagine anyone who is worried that the mail on the sudo-discuss
list is going to be the scariest things they receive by email. If you
have an email address you are guaranteed to get spammier, malwarier,
bloatier emails from other sources.
