[sudo-discuss] Proposal: Change in quiet hours policy

The main difference is that instead of having to worry about disturbing our
upstairs neighbors, now we'll only need to worry about disturbing the
nextdoor neighbors.

As a simple rule of thumb, how about something like this:

No power tools louder than a shopvac, and no music louder than a piano?
