[sudo-discuss] notes from impromptu "Improving membership" discussion

I've drafted a proposed change to the sudo room's policies (our "Articles
of Association"). You can see a diff of the proposed changes here:

Please note that we have not yet agreed to this change, and I am both
presenting it here and putting it on the agenda for the meeting tonight for
