robb, a belt normally has a purpose of holding pants up, which means it 
has to have a strong physical material to do its job.  I would recommend 
starting with an ordinary belt and attaching addressible LED tape onto the 
surface of the belt, and then putting a controller at the belt buckle.

also, the pyralux comes in 24" long sheets and that's not long enough to 
make a belt for most people... maybe for a dog?
