Berkeley does provide access to non-students for their electron microscope.
http://em-lab.berkeley.edu/EML/index.php

I would love for us to have an electron microscope at some point, but I
think we need to continue to buildup our capabilities first. Without
training, money for maintenance and skilled calibration the microscope
wouldn't be very useful for us.
