[sudo-discuss] Sudoroom: Secure Polling System

i prefer that instead of setting up Loomio, we implement the first-ever
instance of Secure Polling System!

Blake has been working on it (Tom Levine did the first dev sprint) and it
should be usable as an alpha prototype by Sudoroom within a few weeks!
