[sudo-sys] mailman was down

For sudoroom mailman, I just tried adding a service.d file with
restart=always. I think part of the problem is Debian 8's mailman
package still uses a legacy sysvinit script (/etc/init.d/mailman).
We'll see how this works.

omnicommons.org (a separate VPS from sudoroom.org) is running Ubuntu
14.04, and I am basically a spoiled millennial who hates adminning
anything without systemd. I had a vision for the new server but I've
sat on it for so long I won't be offended if someone else does it. But
if it can wait until September that'd be cool too :)
