But in the absence of people controlling themselves, the best we can do as an org is to set clear boundaries and then clearly name when they're crossed, and by who, and how.

Meanwhile the only way people can change is if they're told clearly and unambiguously what they did. Hints don't go very far when they could be interpreted to mean multiple things or multiple people.
