In an ideal world, these would be the same, and "delegate" would just be our synonym for "Omni board member". That way each delegate meeting is essentially a board meeting, and whatever gets voted on there has legal weight behind it. That is how the bylaws were originally designed, and why we are using the same quorum for the delegates meeting as outlined in our bylaws. Having to hold separate delegates meetings and board meetings whenever any legal changes need to be made (like adding or removing member collectives, or authorizing people to use the bank account) just doesn't make any sense.
In practice, whomever is willing to have their legal name on paperwork and whomever is willing to go to the delegates meeting might not be the same person. If we wanted to do everything 100% by the book, the official board member should give a proxy to whomever attends the board/delegates meeting on their behalf.
