Maybe.  The end is in sight in terms of the bloom.  There's barely any aquatic life left.  It would probably take about 10 yrs to even partially recover, and that's assuming ideal conditions.

It's been important to add observations of aquatic life around the bay to understand exactly what triggered this extensive disaster in the first place.  No reason it couldn't just come back around tomorrow for all we know.  Good (short) podcast interview on this: https://twitter.com/Ian__Wren/status/1565479777204445184?t=0SRG39_Ljcm4oDunPmogIQ&s=19

Thinking about whether there would be a critical mass of interest from ppl at sudo/CCL/Omni enough to form an ecology group who would want to go out on trips and add observations to iNaturalist or do any number of other actions related to mitigating the ecological spasms that are headed our way?

Anyone?

I'm at Grand Marina in the Oakland/Alameda estuary. The water seems to be a bit clearer now than it was a week ago.
Perhaps the end is in sight?

I just went to lake merritt after a class nearby.  Man the lake stinks!  No sight of dead fish anymore, but the smell of death everywhere really brings the reality home.  I used to work in a cannery in Alaska.  At one point multiple tonnes worth of crates of fish could not be processed fast enough and rotted.  Lake Merritt smells much stronger than what I smelled at the cannery.

Latest update is that one aeration fountain is now running at LM and another one was purchased thanks to a generous donor today.  Follow @damontighe on Instagram.  He's been a huge force behind all of this algal bloom die off awareness and just an absolutely awesome naturalist and human being.

From my brief scan on the subject, aeration via bubbles are more effective.
What can we hack to put into Merritt soon?

Is the expandable foam from the hardware stores waterproof? One could
“cast" a foam disc with the guts inside the foam. Solar panels embedded on
top, air pumps dangling below.
