- We can help by reaching communities that don't currently have access, but once we help them get it will be interested in subscribing to the ISPs
- Monrovia project failed due to greed

- Move toward local governments experimenting with new forms of public/private partnership
- Cities can ally with local meshes to supercede the interests of major corporate players, can ally toward using public infrastructure
- We could also build in our own fiber!

- Public-people partnership as approach to municipal wifi
