there's a guide put out by ICANN that goes through the step-by-step process of how to go about doing that -

most interesting way to get involved observing ICANN stuff is through the Non-Commercial Stakeholder Group (http://gnso.icann.org/en/about/stakeholders-constituencies/ncsg), the chair of which is a fellow traveler and a local here - Robin Gross (http://ipjustice.org/) - who would be really helpful in navigating this process.
