[Tmpcommonsnet] New global top level domains

As far as I understand it:
There is an administrative process for adding new gTLDs which is bureaucratic.
There is a bidding process for being the registrar for a gTLD (the entity which will manage it & charge for domain names).
Reserving individual domain names seems to be the thing that would make a public listing a possible concern.
