I left it ambiguous, that internet connections are not totally locked in,
and clarified the Richmond connection is not necessarily the way the
network will work, especially at first. We could also follow up to give our
precise plan, but I figured if we didn't want to get the "hey ISPs"
conversation out there, I'd just leave it out for the moment. No problem
updating that though.
