[Mesh] coop ISP

Just as a point of reference, the approach we are taking here in Kansas City is
as follows:

The network itself is a commons: anyone can join and participate by building.
Internet service is just that: a service that runs on top of the network. The
idea is to have a really free market for internet access that uses shares a 
common infrastructure. In this way, service providers (which would ideally be
cooperative) have an interest in maintaining and expanding the network.
