+Dues shall be paid by members on a sliding scale basis, from the minimum $10 per month rate to the recommended donation of $60 per month.  Exemptions of individuals from paying dues may be approved on a case by case basis by the general membership on the basis of financial hardship or refusal to participate in the monetary system.  If the operating budget has a net surplus for three consecutive months, the minimum rate may be lowered to $0 by the general membership, to remain in effect as long as the budget is in surplus.
