Hi,
checked again. Basically, you should use:
http://apps.fcc.gov/ecfs/upload/display
to submit a filing. The proceeding number is 15-170.
The current filings can be found here:
http://apps.fcc.gov/ecfs/comment_search/execute;ECFSSESSION=3nr2V8QKjGWghGD…
I've also found an e-mail address, although it might be better to use the
filing than e-mailing the chairman ... From a private mail thread:
“Anyone interested should file public comments with the FCC in ET Docket
No. 15-170 by August 16:
http://apps.fcc.gov/ecfs/proceeding/view?name=15-170 “
“You can also send emails directly to the chairman, Tom.Wheeler(a)fcc.xn--gov-9o0a
(There may be a better address)
Also please join the prpl foundation mailing list and let them know if you
send something to get the avalanche started. :)
Cheers,
Simon

That problem seems to be intermittent. I can get it
sometimes, not
others. I was thinking of writing an email to the FCC, but instead of
writing an email address on their website, they have a clever picture of
an envelope, with the word "email"written under it. It is a mailto: link
with a subject line, but no actual email address.
I'm not sure the FCC is serious about accepting comments!
