So it looks like Docker won't be able to load kernel modules that aren't
included on the host system. For a bit more info:

So that being said, we still have some options. One might be to migrate
entirely to a virtual machine platform. Vagrant seems to be the tool of
choice here.
What seems like a potentially better choice is to run Docker inside of
Vagrant. I know this is starting to seem like a game of those Russian
nesting dolls, but we'd be able to pick the Debian distro we prefer and
start it with Vagrant, and then do the rest of the configuration with a
Dockerfile.
I'm still looking into the options - if anyone else has ideas they'd
like to share, I'd love to hear.
