That is a good way of building community around a project, doubly so
if something happened recently to make a lack of communication
capability a personal problem.

owned and
operated by the community, but in an emergency, or during practice
drills for emergencies, the network is operated in a way to aid in
providing emergency services to the community.
Community networks require a certain amount of trial-and-error to get
running. Flag days to test deployment are not only good for honing
skills but for getting more people involved.
This has worked for the amateur radio world for a very
long time.
I wonder if the same sort of ideas could be applied here.
The model has been shown to work. Give it a try.
Maybe the cops and firemen don't need to be the
bad guys?
Keep in mind that ARES and RACES have had links to first response
community for years, but those relationships were not easy to set up
in the first place.
