You probably want to peer with other networks at some point. So with
less you have IP conflicts, the better. :-)
In Berlin I think they also simply use IPs of USA military, squatting
them. Saying that they do not have need to talk to them anyway.
But /16 should probably be enough?

It was suggested that 44.0.0.0/8 is an old HAM radio
subnet that isn't
really used for anything anymore:
