[sudo-sys] Whats the process for starting new email lists?

Does anyone know how new lists are created. There seems to be a mysterious force that creates lists if enough people say they want one. How is it done? Is it something one could do with ssh access to sudoroom.org. Or is there a List Master on here that I should be going through?
