i prefer that instead of setting up Loomio, we implement the first-ever
instance of Secure Polling System!
Blake has been working on it (Tom Levine did the first dev sprint) and it
should be usable as an alpha prototype by Sudoroom within a few weeks!

I am reminded of my thought that reflex [1] is a good fit for the Secure
Polling System poller.
* Type safety and expressiveness could be helpful in a project where
security and mathematics are such concerns.
* reflex can compile to apps and websites.
My prototype [2,3] is structured such that conversion to a functional
reactive programming system should be straightforward.
