Berkeley copwatch and some others have been working on visioning a peoples database which
would approach this task from the sort of other end. They've generally been short
developers with the time and capacity though. I'd be happy to make any necessary
introductions, etc if anyone's interested.

Anyway, I'm wondering if other people on this list are interested in
this
stuff, have suggestions, thoughts, etc. It seems
like there should be
a
coordinated effort out there working on work on
this, but I haven't
found
one (?)
