$3/meter is hecka cheap! Wow.
Link dump follows.
An LED chipset reference. Hol and I used LPD8806 strips for our project
last year. They're better but more expensive. The cheaper WS2812b strips
are harder to control because they require very precise signal timing which
means writing assembly or using special hardware.
Open Pixel Control is a very simple MIDI-like specification for sending
pixels around (including over the network). This lets you decouple driving
the LEDs (via Arduino, say) from generating the content (which is best done
on a faster device like a laptop). We'd want something like this so
visiting hackers could easily send content to the floor over the network
without having to reprogram an Arduino. Also includes an OpenGL simulator
for previewing your patterns. OPC is used by quite a few big Burning Man
LED projects.
My pattern generator / OPC and MIDI swiss army knife / Beaglebone pixel
driver
A popular and fast Arduino driver. Doesn't seem to support OPC yet but
that could be fixed
Other protocols besides OPC; maybe more popular? Not sure what we need to
be compatible with typical VJ setups.
honestly the wiring for enough relays to look
cool would be a pain,
plus energy consumption of incandescent bulbs would be a drain
if the plan is to rent out the dance room, the cooler it looks the better
we can monetize the space. so far $1,000 is set to be spent on
soundproofing for the ballroom for example of expenditures that will allow
us to raise more operating funds in the long run. once we have a little
bit more working capital i think it makes perfect sense to upgrade the
dancefloor with modern lighting. i am not trying to discourage you from
doing anything different in the meantime of course.
here's $1.50-$3.00 /m for the older type chip

Hm - this one is $31 for 16ft, which comes out to around $6/meter:

Not sure if it's fully programmable - might be hackable though.

Hm - adafruit sells addressible 30 LED/meter
strips for only $16.95:

Which probably means you can buy cheap Chinese versions for quite a bit
less than that...
