It is, have been using a modified version of mfgr's ABS print settings
in slic3r as always and it shows up as the target temp on the lcd screen
of the printer, just no voltage at the terminal for the heating element.
Installing latest version of Cura now to rule out gcode issues.

Bed heat is controlled by gcode. Make sure your slicer is set for it.
