it seems that sudo-access is set to accept emails from non-members and is
forwarding spam which is bad.

I don't understand why the spam was waiting to be approved, I thought I told
the system to discard that message and mark it as spam.
this is bad because now our mailinglist has sent out a spam and will get
negative reputation points.

If it makes you feel any better, this is the hardest type of spam to
reliably trap. It was sent by gmail through official google servers, so
it passes all SPF / DKIM / sender reputation tests.
I reported the message to google using their abuse form:
https://support.google.com/mail/contact/abuse?hl=en
Definitely just a single whack in a huge game of whack-a-mole, but it's
better than nothing...
