Resurfacing this thread. I've incorporated Jeremy's proposal into a
long-running proposal for redefining the Omni's governance processes here:

This is a major proposal so will require some time and numerous iterations.
The intent is to 1) loosen the power of existing Omni delegates toward a
more open consensus model, 2) empower working groups to make decisions
independent of the delegate meeting, and 3) to create terms for tenants in
relation to member-groups and fiscally-sponsored projects of the OOC.

I would put it very explicitly in this section where those exceptions
are enumerated. For example, "except when specified in section 2.3 of
the articles..." Otherwise, people would be free to add cases that are
exempt from our consensus process without changing this section.

to count as a single vote at the main meetings. Distributed delegates

This removes the necessity to identify a delegate. The member(s) of the
collective needs to be present to represent the consent of the
collective. Quorum is still needed to make a decision.
5. The meetings are to give priority to updates from working groups and
collectives.
The last proposal should ensure we're having meetings where people are
updated with what we've done and what we need to do instead of having
long discussions about things that might be otherwise more appropriate
for a working group or collective.
